Jurista e historiador alemán. Hijo de un pastor protestante, abandonó los estudios de teología por los de jurisprudencia, filosofía e historia. Enseñó en las universidades de Heidelberg (1661–68) y Lund (1670–77). Sus obras
Elementos de jurisprudencia universal (1660) y
Del derecho y la naturaleza de las naciones (1672), influidas por
Hugo Grocio y
Thomas Hobbes, se apartaron de la manera tradicional de los teólogos de abordar el derecho
natural al argumentar que no existe una criatura como el esclavo natural y que todos los hombres tienen derecho a la igualdad y a la libertad. Sus puntos de vista fueron atacados por los teólogos protestantes conservadores en Suecia y Alemania y Gottfried Wilhelm Leibniz lo descartaba por considerarlo "un hombre que no es abogado y escasamente un filósofo. Sin embargo, fue protegido por el gobierno sueco y se convirtió en historiógrafo oficial de
Carlos XI de Suecia (1677–88) y del elector de Brandeburgo (1688–94).
